  14. The Good Guy Finally Won

  16. <p>In a historic upset, the Teamsters elect a reforming president
  17. who promises that the days of Mob ties are over
  18. </p>
  19. <p>     When Ronald Carey declared that he would run for the
  20. presidency of the Teamsters Union two years ago, most labor
  21. experts considered the reform candidate a do-gooder with little
  22. chance of winning. A virtual unknown outside the New York City
  23. borough of Queens, where he heads a local chapter representing
  24. 6,600 truck drivers, Carey did not have the support of regional
  25. union officials. Moreover, his rivals outspent him 5 to 1.
  26. </p>
  27. <p>     Against all odds, Carey emerged victorious last week in
  28. the biggest election in U.S. labor history. Carey, 55, rolled
  29. up 49% of the vote to beat two insiders, including R.V. Durham,
  30. the front runner, who had been hand picked by the union's
  31. bosses and backed by a campaign war chest of $2 million.
  32. Although only a quarter of the Teamsters' 1.6 million members
  33. participated in the vote, the first in which the rank and file
  34. was allowed to vote directly for the president, many observupset
  35. victory as a solid mandate to clean house.
  36. </p>
  37. <p>     Besides being the largest private-sector union in the
  38. U.S., the International Brotherhood of Teamsters has also been
  39. the most Mob influenced. Three of its past five presidents were
  40. sentenced to prison. In 1988 the Justice Department hit the
  41. union with a racketeering lawsuit. To settle the case, the
  42. union agreed to let the government monitor day-to-day operations
  43. and organize a secret-ballot election. In the past, a small
  44. group of union insiders had chosen the Teamster president.
  45. </p>
  46. <p>     Carey vowed to rid the union of Mob influence. His most
  47. effective campaign poster showed three pigs with their snouts
  48. buried in a trough of dollar bills. It read, THEY'RE FEASTING
  49. ON YOUR DUES. Carey painted his opponents as part of "the Old
  50. Guard" that was controlled by mobsters. In his victory speech
  51. he reiterated his promise: "To those who think that the Mafia
  52. is in charge, the party's over." Carey's first order as union
  53. president was to cut the job's $225,000 annual salary to
  54. $175,000.
  55. </p>
  56. <p>     The Carey victory may signal a new round of union
  57. militancy. During his campaign, the former delivery driver for
  58. United Parcel Service tapped growing rank-and-file resentment
  59. by railing against union concessions to employers. The union,
  60. which has seen the real wages of its members decline during the
  61. 1980s, has been alone among big unions in endorsing Republican
  62. Presidents. Carey says that policy will change.
